Q. Why should my company choose PAS over other Permit to Work systems?
A. PAS is a computer-based permit to work system, embedded with a world's best practice process to administer permits and plant isolations, including lockout and tagout management. PAS significantly improves safety by providing automatic and rigorous cross-checking of complex plant isolations to prevent permit conflicts. PAS’s operating instruction-functionality also provides a step-by-step guide to managing each isolation and restoration, further reducing the risk of permit breaches through human error.

Q. Why shouldn’t we just update our manual system instead of moving to a new computer-based Permit to Work system?
A
. Computer-based permit to work systems such as PAS offer significant risk reduction features compared to manual systems, including cross-checking of complex plant isolations to prevent permit breaches, ensuring that each step of the permit process is completed before allowing the next stage to commence, auditable records and much, much more.

Q. What industries can use PAS?
A. Originally developed for the power generation industry, PAS is also suited to electricity transmission and distribution, minerals processing/refining, pulp and paper, oil and gas, chemical production, manufacturing, mining, and aluminium smelting. In fact, PAS can be used in almost any manufacturing or industrial plant where safety is a priority. Please contact us to discuss whether PAS suits your PTW needs.

Q. Isn’t PAS just a Permit to Work system?
A
. No, PAS is much more than just a Permit to Work system. As a fully-automated system, PAS incorporates pre-planned standard and managed isolation lists, and lockout/tagout management. It has thorough cross-checking procedures to help ensure that your workplace is as safe as it can possibly be. PAS’s operating instruction-functionality is a step-by-step guide to managing each isolation and restoration, further reducing the risk of permit breaches through human error.

Q. How long does it take to implement PAS?
A. The implementation of PAS can range from a few weeks to several months depending on factors such as the availability of existing plant data, access to personnel for training and Information Technology infrastructure. Typically, PAS is installed in less than a week ready for the next stage, building the plant index. Please contact us for further details on PAS implementation.

ArrowSafety

Q. My company already rates safety as its number one priority. How can PAS make a difference?
A
. PAS makes a difference by providing a system to deliver your number one priority. It has been developed in conjunction with a major Australian power station to meet their highest standards for improving safety in the workplace. PAS sets new standards in ease and speed of permit processing while offering world leading system and safe work process integration. Its excellence has been recognised with engineering and industry awards. PAS has an inbuilt permit process that requires key actions to be completed before a permit can be issued, surrendered or changed.

Q. Why is an electronic Permit to Work system safer than a manual one?
A. Permit planning, preparation time and the risk of human error are significantly less when using PAS compared to a manual Permit to Work System, especially during large plant shutdowns. PAS identifies and alerts your personnel to potentially dangerous isolation conflicts, something that a manual system just cannot be relied upon to do. In fact, PAS will not allow personnel to create an isolation tag that would result in an isolation conflict. PAS also generates links to relevant documentation such as Word or Excel files, images, etc., to ensure that work can be completed safely. Manual processes can allow personnel to skip key requirements whereas PAS enforces the completion of key safety actions before the next action can be completed. E.g. All isolation points must be verified by PAS before permits can even be printed.

Q. Do you guarantee PAS will deliver zero permit breaches and zero related injuries?
A
. There are no guarantees with the running of any plant or industrial operation but our experience in some the most complex and demanding industrial environments has shown that PAS greatly reduces the potential for permit breaches and related injuries. In fact no PAS installation has ever recorded a single PAS-related permit breach. PAS’s inbuilt rules prevents isolation tags that could result in an isolation conflict from being printed. Other process rules validate that key actions are completed in the required sequence to ensure safety.

Q. What additional safety features does PAS offer?
A
. PAS uses I-button technology for positive user identification to ensure that only authorised personnel can create, issue, modify and surrender permits. These tiny low cost devices are simple, convenient and provide excellent functionality and protection. No passwords to remember, minimal keyboard activity; and when the user withdraws the i-button, they are automatically logged off the system. PAS’s new operating instruction functionality is a step-by-step guide to managing each isolation and restoration, further reducing the risk of permit breaches through human error. This instructions can be prepared and approved in PAS’s Standard Isolation List facility allowing plant best practice knowledge to be captured and used by permit planners.

Q. How flexible is PAS?
A
. There are many features and options that can be configured during implementation that allow PAS to meet specific site requirements. Key safety actions are strictly managed by the PAS permit process structure in order to provide the highest level of safety, so understandably, these are not customizable.

Q. What if the work scope changes, can I alter a permit?
A. Changes to work scope can require the addition or removal of isolations. This can increase the risk of incident through something being missed when making the changes. PAS’s unique and proven Permit Modification process guides even inexperienced permit planners through the steps to re-plan and change over the old permit to the new one. This process saves significant rework by avoiding revisiting isolations points that do not need to change.

Q. Can I transfer a permit to another person?
A. Yes, using the i-button, a PAS permit can be transferred from one person to another. The transfer is included in the audit trail.

Q. Can I temporarily suspend a permit?
A. Yes, a permit can be suspended and reissued at a later date.

ArrowTechnology

Q. Do I need to install specialised software or hardware to run PAS?
A. No, PAS is built on a foundation of either Oracle DBMS or Microsoft SQL Server and operates on existing Microsoft Windows workstations. PAS can also be deployed in Citrix environments. Our security technology simply uses USB or serial ports on the workstations. Permits can be printed on new and/or existing laser printers, while PAS’s proven low cost highly durable tags are printed using dot matrix printers.

Q. Does PAS integrate with other systems like SAP and Maximo?
A
. Yes, the PAS Integration Engine supports integration with Enterprise Resource Planning (ERP) systems.

Q. What sort of tags are used with PAS?
A. PAS utilizes Tyvek paper for tags. This preprinted low cost highly durable material has proven itself in many sites with hostile physical environments. The unique tags are printed using dot matrix printers for long last printing on the tags. The tag printing media and technology provide reliability, low unit cost and extremely high levels of durability.

Q. What security is in place to protect us from unauthorised users?
A. Security is vital to ensure that unauthorised personnel cannot return an item of plant to operation before it is safe to do so. Each user is assigned a specific role within PAS, granting them access to specific functions in PAS. For example, a permit applicant can create and submit an application, search and view permits but not plan or issue permits.

Q. Can I link my existing permit documents and files to PAS or do I need to recreate everything to suit?
A
. Our goal is to ensure that each implementation of PAS is as smooth as possible which is why we have built PAS to generate links to relevant documentation such as Word or Excel files, images, etc., to ensure that work can be completed safely. Additional pro forma documents can be made into certificates in PAS providing the ability to link certificates to permits. E.g. hot work, working at heights, test & prove deenergised, radiation, excavation etc.

Q. Can we use existing plant information from other systems to create the PAS plant index?
A
. Yes, in many circumstances businesses will have plant items and isolation points in other databases or spreadsheets and these can be processed and imported into PAS. This can significantly speed up the implementation of PAS.

Q. Can PAS issue master or block permits?
A
. Yes. PAS allows the creation of Master Isolation Statements (MIS) which are often used for shutdowns. These allow multiple permits to be attached to the MIS thereby reducing effort in tagging/locking. The MIS/permit structure can also significantly improve the speed of the return to service of the plant.

Q. Does PAS support multiple permit types?
A
. Yes. PAS supports a range of permit types including Access Permit, Master Isolation Statement, Confined Space Permits, High Voltage Electrical Permit, and external party permits. If needed other permits types can be added or included as additional certificates.

Q. Does PAS produce isolation sheets?
A
. Yes. PAS produces Isolation & Restoration Checklists. These checklists provide the isolation detail and instructions that enable isolating personnel to perform the isolations in a safe manner. These unique checklists also provide the necessary information where isolations are shared between permits.
